Meta Quest 3 stuck in update loop

I have tried everything that I could think of but a factory reset as others have said it didn't help. It is stuck in update loop with emblem just spinning. I can after several attempts get to the homepage guess we will call it that but then when powering down goes back into loop trying to update to v67 even though in "about" it says v67 is already installed

Good day, @scrappy500! We appreciate you reaching out to us regarding the boot issue you're experiencing after updating your Quest 3. We're delighted to lend you a hand, but first, please remove any unsupported third-party accessories that may affect boot (such as external battery packs, accessories that plug into the USB-C port, etc.).
Next, ensure the headset is charged by allowing it to charge for at least 2 hours. Note the color of the LED on the side of the headset. If, after charging for 2 hours, you still see a red LED, this could be a sign of a battery or charging issue.
Factory resets have worked for Quest owners who've reported similar issues in the past, but this is used as a last resort. What this will do is reset the device to a "like-new" state, wiping all information and data off the device. With that in mind, we recommend enabling Cloud Backups beforehand; however, keep in mind that while Cloud Backup is available to all Meta Quest developers, it is up to developers to decide whether to enable this feature for their app and what data is backed up. You can find which installed apps have Cloud Backups enabled on theCloud Backups page of your Meta account profile. Once you have set up Cloud Backups, ensure your device is fully charged, and then proceed with the directions found in the Meta Store Help Center.
